AMSA National Achievement Awards Winners Honored in 1996
Eight individuals and 10 member agencies were honored by AMSA
in 1996 for their outstanding environmental stewardship and commitment
to excellence in wastewater management.
Individual National Acheivement Award winners in 1996, were:

Robert Perciasepe, EPA Assistant Administrator for Water
State Public Service Award
Robert J. Zimmerman, president of the Association of State
& Interstate Water Pollution Control Administrators and administrator
of the Delaware Department of Natural Resources & Environmental
Controls Division of Water Resources, Del.
Local Public Service Award
T.J. "Ted" Hackworth, former chairman and current
member of the board of directors of the Metro Wastewater Reclamation
District, Colo.
Distinguished Service Award
Edward O. Wagner, former AMSA vice president and former deputy
commissioner for the New York City Department of Environmental
Protection's Bureau of Clean Water, N.Y.
President's Award
Norman E. LeBlanc, vice chair of AMSA's Water Quality Committee
and chief of technical services for the Hampton Roads Sanitation
District, Va.
Margaret H. Nellor, vice chair of the Association's Pretreatment
& Hazardous Waste Committee and head of the monitoring section
of the County Sanitation Districts of Los Angeles County, Calif.

Norman E. Mineta, former chair of the House Public Works &
Transportation Committee
Joseph P. Niehaus, former superintendent of the wastewater collection
division of the Metropolitan Sewer District of Greater Cincinnati,
