NACWA Members Urged to Contact Representatives
on Anti-Blending Amendment to EPA Budget Bill


NACWA urges you to contact your member in the House of Representatives by Tuesday May 17 and ask him/her to oppose any amendment to the Fiscal Year (FY) 2006 Interior and Environment Appropriations Bill during House floor consideration that would prevent the U.S. Environmental Protection Agency (EPA) from issuing a final Clean Water Act (CWA) blending policy or that would otherwise preclude the practice of blending.

The EPA budget was passed by the House Interior, Environment and Related Agencies Appropriations Subcommittee on May 11. The bill is scheduled to be taken to the House floor for debate and a vote on May 18. During floor consideration of the bill, Representatives Bart Stupak (D-MI) and Clay Shaw (R-FL) will introduce an amendment which would prevent EPA from finalizing a national blending policy. Rep. Stupak is the principal sponsor of the anti-blending bill entitled Save Our Waters From Sewage Act (H.R.1126) which currently has 89 co-sponsors. Additionally, the Natural Resources Defense Council (NRDC) is waging a wide-reaching campaign that claims blending “permits sewage treatment plants to dump inadequately treated sewage into our lakes, rivers, streams and coastal waters.”
