Pilot Test Planned for VSAT™water/wastewater
The U.S. Environmental Protection Agency (EPA) recently awarded funding to AMSA to produce two additional versions of the Association’s Vulnerability Self Assessment Tool, VSAT™wastewater. This expansion of the scope of VSAT™ will include creation of a tool for combined water/wastewater utilities (VSAT™water/wastewater) and one for small-medium water supply utilities (VSAT™water). To meet the needs of its intended audience(s), the VSAT™ software will be modified, its reference database will be restructured, physical and information technology infrastructure reference templates will be created and, both the threat and countermeasure libraries will be customized. The expansion of reference documents and hot links, as well as the creation of a training module are also planned. A November release date is anticipated.

A utility-wide pilot test of VSAT™water/wastewater has received funding. As part of this initiative, project contractors will work closely with a volunteer combined water and wastewater utility to pilot test the VSATwater/wastewater tool. All comments received as a result of the pilot test will be recorded and utilized to clarify, simplify, and otherwise improve the software prior to its release.


Utility Volunteer Sought for Pilot Test
AMSA is in search of a combined water/wastewater utility committed to a utility-wide approach to vulnerability assessment and willing to participate in the pilot test of VSAT™water/wastewater. Interested utilities must have the ability to organize and prepare quickly to begin the assessment process, and be able to commit staff resources equivalent to 1-2 person months within a 2-3 week period in late September-early October. As a result of the participation in the pilot test the selected utility will have an opportunity for early use of the VSAT™water/wastewater software and a contributing role in assuring that VSAT™water/wastewater meets the needs for the industry. Additionally, they will receive
hands-on training in the application of the VSAT™water/ wastewater software and a complete set of VSAT™ asset templates, customized to their utility. Vulnerability to several threats will be analyzed and countermeasures to reduce risk will be evaluated.

  • able to organize and prepare quickly to begin the assessment process;
  • willing to commit senior management time, including that of the Utility Executive; and,
  • able to commit staff resources equivalent to 1-2 person months within a 2-3 week period in late September-early October,
