AMSA's National Office Moves to New Headquarters
This week, AMSA's National Office is moving to its new location — 1816 Jefferson Place, NW, Washington, DC — providing a new and permanent setting as the Association grows into its 30th year as an organization. The move will not affect telephone and fax numbers or e-mail addresses, which will all remain the same. To minimize interruptions in communications, the move is taking place over the weekend. However, we are expecting some interruption in phone service and e-mail from Friday afternoon and into Monday. National Office staff should be able to receive and respond to e-mail messages by Monday afternoon, once the computers are up and running. Please make note of AMSA's new address:

EPA Issues Final POTW MACT Regulations
This week, U.S. Environmental Protection Agency (EPA) published final maximum achieveable control technology (MACT) standards for air emissions from publicly owned treatment works (POTWs). The rule appears in the Oct. 26 Federal Register. With this final rule, the EPA is requiring air pollution controls on new or reconstructed treatment plants that are determined to be “major sources of hazardous air pollutants.” The regulations reflect the significant input of AMSA member agencies and do not require any additional controls for existing non-industrial POTWs. Throughout the development of the regulation AMSA worked closely with EPA by providing data from POTWs and comments on the Agency's methodology for determining major sources of hazardous air pollutants. This level of cooperation resulted in a final regulation that is significantly more flexible than last year's proposal. Regulatory Alert 99-20, which will be forwarded to the membership next week, will contain more details and a copy of the regulations.

EPA Appropriations Delays Stormwater Phase II
Report language in EPA's 2000 appropriations may significantly delay promulgation of EPA's phase II stormwater regulations, which apply to municipalities with populations under 100,000 and construction sites between one and five acres. President Clinton signed the 2000 VA, HUD & Independent Agencies Appropriations (P.L.106-74) into law last week. The bill contained a rider preventing the Agency from promulgating the stormwater phase II rule until it reports to Congress on the costs of the regulations to municipalities and developers. The language also requires EPA to explain the rule's basis on population rather than water quality impacts.
