Refinancing of National Office Produces Favorable Results
The final quarter of the year provided financial conditions favorable to the refinancing of AMSA’s National Office in Washington. Through this process the Association will reduce its monthly mortgage payment by $6,246.00. This reduction in expenses, combined with the release of a certificate of deposit previously held by Century Bank, will provide AMSA with an additional $250,000 in funds for the coming year. When all is said and done, in 2002 AMSA will be paying an amount in mortgage equivalent to what the Association paid four years ago – for one half the office space.

Winter Conference Agenda in Place – Registration Underway
The agenda for AMSA’s 2002 Winter Conference, Managing & Protecting Wastewater Infrastructure Assets, is in place, and registration – both at the Caribe Royale Hotel in Orlando and with the National Office – is underway. Board members are urged to make their reservations without delay to take advantage of favorable air fares and secure hotel accommodations prior to the Caribe Royal cut-off date of January 11, 2002. Agenda and registration information can be found online at www.amsa-cleanwater.org or in Member Update 01-17. Key Board of Directors related activities slated for the February 5-8 conference are as follows:

Tuesday, February 5
Morning
8:30 - 9:30 Strategic Planning Committee
9:45 - 10:45 Budget & Audit Committee
11:00 - 12:00 Membership Committee
Afternoon
12:00 - 1:15 Executive Committee
1:30 - 2:45 Wastewater Infrastructure Security Task Force
3:00 - 5:00 Awards Committee

Wednesday, February 6
Afternoon
12:00 - 2:00 Board of Directors Meeting

Thursday, February 7
Morning
7:45 - 8:45 Legislative Policy Committee

Friday, February 8
Morning
7:30 - 8:45 Regulatory Policy Committee

You’ll note that the Board meeting will take place on Wednesday afternoon, rather than on Friday, per previous action by the Directors. To facilitate this change we have implemented a new process that will allow for Regulatory Policy Committee consideration of any requests for monies from AMSA’s Technical Action fund prior to the Board materials being prepared. This will allow Board Members to thoughtfully review funding recommendations in advance of the Board meeting. We look forward to an excellent conference and to seeing you in Orlando in February!

AMSA to Provide Opportunity to Affiliate Members to Showcase Asset Management & Security Services
A large number of AMSA’s private Affiliate Members have expressed an interest in participating as speakers at AMSA's 2002 Winter Conference, Managing & Protecting Wastewater Infrastructure Assets. As the agenda attests, there is a wealth of information to provide, and many important perspectives to share with our members. AMSA was unable to integrate many of the presentation requests into the conference program. In light of the fact that the program’s focus on asset management and infrastructure security are relatively new on the horizon — and in an effort to be responsive to AMSA’s Affiliate member community — the concept of providing Affiliates the opportunity to showcase their services in these two specific areas was considered by the Executive Committee. Following some deliberation, approval was given to the concept of providing Affiliate Members with the opportunity to display materials related to services they offer in the security and asset management areas. As envisioned, the materials would be displayed Wednesday, February 6 and Thursday, February 7 in a designated exhibit area located near the conference sessions. Exhibits would be comprised of information displayed on a six foot table or a prepared exhibit placed on a tabletop. Affiliates will be assessed a $1,000.00 fee for the opportunity to exhibit. As a historical note, there is some precedent for such an approach. A similar opportunity was provided to private firms nearly two decades ago when computer technology was gaining prominence a the local government level.

AMSA Soliciting Nominations for the USANC of the IWA
The International Water Association (IWA) is an international membership association for the improvement of urban water management worldwide in an environmentally sustainable way. Specifically, IWA's coverage includes all aspects of water supply and treatment, wastewater collection, treatment and disposal and overall management of water quality and quantity including environmental and public health issues. A USA National Council (USANC) of the IWA is being organized to be comprised of representatives of a wide range of national water and wastewater organizations.

AMSA (along with APWA, AWWA, AEESP, AMWA, AIChE, EWRI, WWEMA and WEF) has been invited to participate in the formation of the first Council by nominating one Council member plus one at-large member to serve either a two or four year term. The officers of USANC, Timothy Shea of Parsons Engineering Science, Inc. (Chairman), Cecil Lue-Hing of Cecil Lue-Hing & Associates (Vice Chairman) and Paul Bishop of the University of Cincinnati (Secretary-Treasurer) will appoint the initial Council. Future members will be elected by the individual members of the IWA in the United States. AMSA is inviting members of its Board of Directors to consider this opportunity. Council nominees must be, or plan to be, a member in good standing in the IWA (annual individual membership is approximately $60). Please contact Lisa DuBois Headley by Friday, December 28th if you wish to be nominated for the USANC National Council, phone: 202/833-3692 or e-mail: lheadley@amsa-cleanwater.org.
