The Association of Metropolitan Sewerage Agencies (AMSA) is pleased to announce the release of our newest publication, Creating Successful Total Maximum Daily Loads (TMDLs) … An AMSA Handbook (Handbook). This new publication was recently unveiled during AMSA’s May 22-26, 2004 National Environmental Policy Forum and 34th Annual Meeting in Washington, DC.

The Handbook is a unique resource for the growing number of public wastewater utilities facing the development and implementation of TMDLs in their watersheds. Developed through AMSA’s Targeted Action Fund (TAF), the Handbook is the latest cutting-edge tool prepared by the Association to benefit the clean water community. A dedicated group of AMSA members, including attorneys, engineers, and water quality experts, contributed to the Handbook’s content to assure that it includes not only the most timely and current information on regulatory, legal, and policy developments in the TMDL arena, but also contains effective strategies for managing the TMDL process and participating in TMDL development.

The Handbook includes a comprehensive overview of the TMDL program, contains useful “practice pointers” on topics like water quality criteria, modeling, and implementation, and uses “question and answer” boxes to explore challenging topics such as gross allocations in TMDLs, use determinations, and site-specific water body criteria. The Handbook includes case studies on cutting-edge topics such as biological listings, eutrophication TMDLs, and explores the interplay between the TMDL program and programs for combined sewer overflows and stormwater. Notably, the Handbook is accompanied by an extensive TMDL e-Library of federal, state, and regional TMDL documents, as well as TMDLs from different parts of the country.
