NACWA is pleased to provide the attached White Paper, entitled Emerging Issues: Intersections of the Clean Water Act (CWA) & Safe Drinking Water Act (SDWA). This White Paper was created with Targeted Action Funds (TAF) to provide a springboard for featured presentations and discussions at NACWA’s upcoming 2006 Summer Conference, Cross-Cutting Clean Water and Drinking Water Issues…Challenging Traditional Boundaries, to be held from July 18 – 21 at the Westin Seattle, WA.

The White Paper highlights the progression of the SDWA from a consumer protection-based statute to a more comprehensive environmental protection statute. The White Paper reviews various amendments to the SDWA, and illuminates important connections between water quality standards and safe drinking water standards. The White Paper walks through several areas of evolving conflict between the CWA and the SDWA. The White Paper concludes with suggestions on how entities with responsibility for implementation of the two statutes can work together to achieve our nation’s water quality goals.

NACWA expresses its appreciation to Susan Richardson, of NACWA Legal Affiliate Kilpatrick Stockton, Atlanta, GA, for her efforts to prepare the White Paper. Ms. Richardson will be a featured speaker on this topic at the Summer Conference on Wednesday, July 19. NACWA also thanks staff from the American Water Works Association (AWWA) and the Association of Metropolitan Water Agencies (AMWA) for their comments on the White Paper.
