SUMMARY DESCRIPTION:
A bill to amend the Solid Waste Disposal Act to provide congressional
authorization for restrictions on receipt of out-of-state municipal
waste, and for other purposes. The bill would prohibit a landfill
or incinerator from receiving out-of-state municipal solid waste
for disposal unless the waste is received pursuant to a new or
existing how community agreement or is exempt under conditions
specified in the bill.
