NACWA is delighted to provide members with a complimentary copy of Wet Weather Consent Decrees: Protecting POTWs in Negotiations: A NACWA Supplement as a benefit of membership. In 2003, NACWA released Wet Weather Consent Decrees: Protecting POTWs in Negotiations (Handbook), which provided an unmatched resource on municipal consent decrees. At the time of the Handbook’s release NACWA also created an electronic Consent Decree e-Library (e-Library) on the NACWA website for additional reference. Since the Handbook’s release, many more consent decrees have been signed by municipalities and added to the e-Library. However, analysis of the content and high points of these often complex agreements, as well as assessment of consent decree trends, still was needed.

Wet Weather Consent Decrees Protecting POTWs in Negotiations: A NACWA Supplement (Supplement) provides this important assessment for the membership. The Supplement adds to the original Handbook the most up-to-date information regarding municipal wet weather consent decrees, negotiation strategies, and trends. The Supplement summarizes recent consent decrees in a user-friendly table at the back, and provides narrative information on new federal guidance documents as well as a discussion of the most progressive provisions of new decrees. The Supplement is consistent with the format of the original Handbook. When used in conjunction with the original Handbook, the Supplement will be a valuable information tool for municipalities facing – or fending off – consent decree negotiations.

Copies of the original Handbook also can be ordered from NACWA’s bookstore.
