MANAGING PUBLIC INFRASTRUCTURE ASSETS TO
MINIMIZE COST AND MAXIMIZE PERFORMANCE WORKSHOPS
San Francisco | Baltimore | Atlanta
| Kansas City
There is little disagreement that investments in water and wastewater systems pay
substantial
dividends; however, water supply and wastewater treatment services are highly capital
intensive operations. These enormous capital expenditures have provided our nation with a
vast infrastructure system, but these critical assets require careful assessment and a
commitment to adequate investment to ensure long-term reliable service.
The protection, maintenance and continued viability of these vital public resources are
the mission of an asset management program.
Changes to financial accounting and reporting standards issued by the Governmental
Accounting Standards Board (better known as GASB 34) require local governments to begin
reporting depreciation of their assets or to implement an asset management system
beginning with the 2002 fiscal year. The Managing Public Infrastructure Assets handbook
and regional workshop series provide the necessary tools for the development of
comprehensive asset management programs.
WORKSHOPS TO EXPLORE BENEFITS OF ASSET MANAGEMENT
...
The Association of Metropolitan Sewerage Agencies (AMSA), in cooperation with the
Association of Metropolitan Water Agencies, the American Water Works Association and the
Water Environment Federation, is pleased to offer a series of dynamic regional asset
management workshops, Managing Public Infrastructure Assets to Minimize Cost and Maximize
Performance.
Designed to complement the asset management handbook of the same name, the workshops
will establish an understanding of asset management principles, and navigate impending
financial reporting requirements while exploring the benefits derived from developing and
implementing asset management programs, such as:
Reducing Costs O&M costs
will lessen as a result of more efficient, proactive maintenance.
Highlighting Importance of Infrastructure
Stakeholders will better understand the economic importance of capital
infrastructure as a result of clearly defined asset conditions and utility specific risks
due to deterioration.
Increasing Financial Planning Accuracy
Long-term perspective and thorough financial planning to enable risks to be reduced
through targeted investment decisions.
Reducing Risk and Service Disruptions
Strategic asset management will result in more reliable facilities and improved
customer service.
More Effective Communication
Clear, consistent decision-making criteria will provide enhanced communication with
ratepayers, elected officials and regulatory organizations.
Overall implementation of a local asset management program will provide public water and
wastewater agencies with positive institutional change as a
result of a strategic foundation, improved communication and common objectives among an
agencys functional units. |
