AMSA Urges Members
to Complete Critical Pretreatment Streamlining Survey

AMSA has advocated in support of EPA's efforts to promulgate the Pretreatment Streamlining Rule for more than a decade. With the Agency poised to move forward with the rule, AMSA has been given an opportunity to provide EPA with data to support the provisions of the rule most important to the Association. EPA may not include certain key provisions in the rule if it does not have data showing that the changes to the pretreatment program will reduce administrative burden and conserve resources without negatively impacting the environment. To gather this critical information, AMSA has composed an online survey and AMSA strongly urges every publicly owned treatment work with a pretreatment program to take the time to answer this survey by visiting AMSA's website (http://www.amsa-cleanwater.org/advocacy/co/ra04-12.cfm). The survey can also be downloaded in Microsoft Word format online (http://www.amsa-cleanwater.org/advocacy/co/ra04-12.doc). Facilitated Meeting
Could Lead to New Clean Water Trust Fund Coalition

AMSA's Wastewater Infrastructure Funding Task Force convened a meeting yesterday of AMSA utility executives and nearly 20 national and regional environmental and conservation groups to determine their interest in, and support for, a coalition to work on long-term, federal clean water funding. AMSA was encouraged by the open discussion of the basic needs that the individual participants believed would be necessary to build an effective coalition. The Task Force will discuss the outcomes of the meeting and determine whether to go forward with a second session to develop core principles for a new coalition. AMSA anticipates that a second meeting of the stakeholder group will be convened after the 2004 National Environmental Policy Forum (NEPF) & 34th Annual Meeting, in Washington, DC.

Yesterday's facilitated funding retreat and possible "next steps" for AMSA's federal clean water funding initiative will be discussed at the May 23 meeting of the Wastewater Infrastructure Funding Task Force. The Task Force will be asked to approve several new projects including further research into revenue streams and the benefits and shortcomings of potential funding sources for a trust fund. AMSA will keep members fully apprised of the progress of the Task Force's efforts via future Legislative Updates and Alerts.

Today is the final day to pre-register for AMSA’s 2004 National Environmental Policy Forum (NEPF) & 34th Annual Meeting, Politics, Policy & POTWs.
