NACWA Nears Finalization of
Key Technical Publications on Priority Clean Water Issues
NACWA will be releasing three new publications in the coming months which were developed to support member agency efforts in several priority areas. The Association is nearing completion of its Financial Capability and Affordability in Wet Weather Negotiations White Paper, which highlights techniques for incorporating affordability considerations in wet weather negotiations. The White Paper will be featured at NACWA’s 2005 Summer Conference and is slated for release soon thereafter. NACWA and the Water Environment Research Foundation (WERF) have collaborated to develop a publication, Collaborative Water Quality Solutions: Exploring Use Attainability Analyses. This publication will provide an assessment of the use attainability analysis (UAA) process and delve into the details of how UAAs can be used to help solve complex water quality challenges. It is slated for release later this summer. Additionally, NACWA will release its Planning for Decontamination Wastewater – A Guide for Utilities in August 2005. The Guide will serve to enhance the level of awareness and preparedness within the clean water community with regard to the potential sources and impacts of decontamination wastewater. The Association will continue to provide the membership with timely and informative publications on an ongoing basis. Financial Survey, Deadline Extended to July 29
NACWA is extending the deadline to receive completed 2005 Financial Surveys until July 29. It is critical that all Association members complete the survey in order to ensure the most statistically defensible publication possible. NACWA’s triennial Financial Survey is the premier industry resource to help policy makers identify and respond to financing and management trends impacting utilities across the country. Once complete, NACWA will distribute the Survey to the membership in the form of an interactive CD-ROM. By participating in this Survey, your agency has the opportunity to help NACWA chart the trends of the water quality community. To facilitate participation, an online response form has been developed for NACWA members to submit responses electronically via the CleanWater Central™ website (http://cleanwatercentral.org). Members can also submit the completed Survey form by faxing them to NACWA’s Chris Hornback at 202/530-7191.NACWA Urges Members

Since its launch in May 2005, over 30 organizations have become ‘Supporters’ of Clean Water America (CWA) (www.cleanwateramerica.org), a not-for-profit advocacy network developed by the Association’s Clean Water Funding Task Force. CWA is dedicated to bringing organizations and individuals together to protect and improve the quality of water in America. In addition to over 20 NACWA members, other key groups supporting CWA’s mission include the American Society of Civil Engineers (ASCE), American Rivers, the Associated General Contractors of America (AGC), the National Association of Towns & Townships, Public Citizen, and the Rural Community Assistance Program (RCAP). NACWA is encouraged by the steady influx of support and wants to build on this momentum.
