This edition of AMSA’s Board Briefs will bring you up-to-date on a number of matters pending from the February 2005 Board Meeting. This electronic communication will be followed by a mailing that will include copies of documents referenced herein.
- New Bylaws and Board Policies & Procedures Adopted
AMSA’s assembled membership and Board of Directors approved revisions to both the Association’s Bylaws and the Policies & Procedures of the Board of Directors in early February. These revisions include a change in the Association’s name from AMSA to the National Association of Clean Water Agencies (NACWA) and the establishment of at-large Board seats. Copies of the recently-approved Bylaws and Policies & Procedures of the Board of Directors will be forwarded to the Board early next week in the referenced mailing.
- 2005 Board of Directors Nomination Process Begins
The nomination process is now underway for new and returning members of AMSA’s Board of Directors. Member Update 05-04 lists Board Members from Regions 1, 2, 4, 5, 6, 7, 8, 9, and 10 who are eligible for re-election in May. Two additional seats in Regions 5 and 8 are also open through resignations. One additional seat, in Region 9, is open through retirement, with one year remaining in the current term. MU 04-05 also solicits interests in the new at-large seats and highlights the expanded role of the Nominating (Directors) Committee which includes both soliciting candidates and certifying their eligibility to serve. The Nominating (Directors) Committee plans to meet on Friday, April 1 via conference call to discuss the role of the Committee in actively soliciting nominations and to identify a process through which the eligibility of nominated candidates will be certified, as called for in the Board’s Policies & Procedures. Nominations for new and returning Board Members are due on April 8.
- Executive Committee Requests May Board Vote on MWRDGC Action/MWRGDC Files Suit Against AMSA
AMSA’s Executive Committee is recommending that the Association decline a request from the Metropolitan Water Reclamation District of Greater Chicago for the refund of a prorated portion of their FY 2005 Association dues and contributions to the Clean Water Funding Task Force. As part of their recommendation, the Executive Committee plans to request that the full Board review and vote upon their recommendation at the upcoming Board of Directors Meeting on May 2.
This afternoon, just prior to forwarding this edition of the Board Briefs, the Association received a summons in the matter of Metropolitan Water Reclamation District of Greater Chicago (Plaintiff) v. Association of Metropolitan Sewerage Agencies (Defendant) filed in the Circuit Court of Cook County, Illinois. We have initiated a thorough review of the summons, and will keep the Board of Directors up-to-date as future actions are contemplated. - 2005 Summer Theme Modified
AMSA’s 2005 Summer Conference will take place from July 19- 22 in Hilton Head, South Carolina. During its February meeting, the Board directed AMSA staff to review the proposed 2005 Summer theme of Collection and Treatment Strategies for Clean Water Agencies in light of the Water Environment Federation’s (WEF) collection systems specialty conference, scheduled to be held that same week.
Following a thoughtful review of WEF’s draft specialty conference agenda, we have identified the revised theme of Wastewater Conveyance and Treatment…Navigating an Uncertain Regulatory Environment for the Association’s Summer Conference. AMSA staff is confident that this new theme better reflects the focus of the AMSA meeting (which is more advocacy-oriented) and differentiates it from the WEF specialty conference (which focuses on technical collection system issues).
AMSA’s Summer Conference will examine the current regulatory uncertainty surrounding sewer overflow control programs (for both combined and sanitary sewer systems) and the management of wet weather flows (including peak excess flow treatment and capacity), among other related issues. Panels will explore both the treatment and conveyance-related solutions that some communities are considering to address overflows. AMSA’s meeting will include topics such as:
- Wastewater blending and the uncertainty some communities face regarding their proposed wet weather programs that rely on the long-standing practice;
- Peak excess flow treatment solutions and the sometimes vague regulatory status of these units;
- Sanitary sewer overflows (SSOs) and the need for a national program; panels will explore current state approaches and how they differ and the model SSO regulation that AMSA’s SSO Workgroup is developing; and,
- Affordability and how it is considered within the context of overflow control programs; AMSA’s White Paper on affordability will be discussed.
We are confident that we can develop an exceptional conference agenda based on the new theme of Wastewater Conveyance and Treatment…Navigating an Uncertain Regulatory Environment that will provide its members with vital information and serve to complement the WEF collection systems specialty conference.
- Slate of 2005 Award Honorees Finalized
AMSA's Awards Committee finalized the slate of honorees for the Association’s 2005 National Environmental Achievement Award (NEAA) during the Winter Conference in San Antonio. The 34 individuals and utilities will be honored during AMSA’s 35th Anniversary Annual Meeting’s Welcoming Reception and Awards Luncheon, which will be held May 1-2 at the Marriott Metro Center in Washington, DC. A complete roster of this year’s honorees is included in the referenced mailing. - NACWA Logo Vote Results in Clear Choice
Recently AMSA’s Board of Directors cast its vote for the new Association logo. The all-capital logo was the clear winner. In response to additional comments received from Board members, minor changes have been made with regard to the color and the presentation of the logo and tag line (see attached pdf file).
Members should be assured that while the complete name of the Association does not appear in the logo itself, it will be included on redesigned stationery, business cards, and other collateral materials. We will officially ‘unveil’ the new name and new logo at the National Environmental Achievement Awards Luncheon on Monday, May 2 and celebrate our 35th anniversary (and the beginning of our existence as NACWA) at the President’s Reception & 35th Anniversary Gala that evening.
- February Minutes Document Board Actions

- May Annual Meeting & Policy Forum Fast Approaching
At the February meeting, AMSA Vice President Donnie Wheeler made note of the editor’s Viewpoint from the January 2005 issue of WaterWorld. In the editorial, James Laughlin discusses the findings of a recent report undertaken by the U.S. Environmental Protection Agency Nonpoint Source Management Partnership (NSMP). The report provides the results of eight focus groups structured to learn about the attitudes, beliefs, feelings and motivations of the general public towards nonpoint source pollution. Laughlin concludes the editorial by noting that it was surprising to some focus group participants that their local wastewater treatment plant could be doing a fine job – yet their watershed could still suffer from excess pollution. He calls upon utilities to let the public know that “We are doing our job – now it’s time to do yours!” A copy of the report and supporting documents is available for download at www.epa.gov/owow/nps/outreach/nps_fg_final_rpt.pdf.
