- In March 2002, the Santa Ana California Regional Water Quality Control Board posted
their final draft SSO/CMOM General Permit for the Orange County Sanitation District and
its satellite cities. This state (not NPDES) permit contain "relief" language
for : 1) spills to the stormwater system, when they are captured and returned to the sewer
system; 2) discharges caused by severe natural conditions; and 3) discharges caused by
other factors (including discharge exceeded "adequate" capacity. See C.8 for
