NACWA is making significant progress in ongoing discussions on Capitol Hill to gain support for the Clean Water Trust Act of 2005 (H.R. 4560). H.R. 4560, introduced in December 2005 by Rep. John J. Duncan, Jr. (R-TN), Chairman of the House Transportation and Infrastructure Subcommittee on Water Resources and Environment, establishes a federal clean water trust fund that would provide approximately $7.5 billion annually from fiscal year (FY) 2006 through FY 2010. The five-year, $38 billion legislation would create a sustainable, reliable source of federal funding to supplement existing local revenue for communities to address wastewater infrastructure needs (see Legislative Alert 06-01 - http://www.nacwa.org/private/legreg/legalrts/la06-1.cfm).

Write to Your Representative Today
Now is the time to write a letter urging your Representative to become a cosponsor of H.R. 4560. Attached please find a Sample Letter for you to fax or email to your Representative. You can send a letter through the Write Congress Now (http://www.nacwa.org) feature on the homepage of NACWA’s website. First, locate the name of your Member, then personalize the letter and e-mail it directly to your Representative’s office. Or, you can download the letter from Write Congress Now and fax it to your Members’ Washington, D.C. and District offices.

In addition to the Sample Letter, also attached is a Fact Sheet that outlines the major programs and funding levels in H.R. 4560 and a list of Supporting Organizations. Please include this Fact Sheet as an attachment to the letter you send to your Representative.

Visit Your Representative During the May 2006 Clean Water Policy Forum
NACWA members are encouraged to meet with their congressional delegations in both their Capitol Hill and their District offices to explain the importance of H.R. 4560 to the future integrity of the nation’s wastewater infrastructure. The upcoming National Clean Water Policy Forum, a joint meeting of NACWA and the Water Environment Federation (WEF), in Washington, DC from April 30 – May 2 (http://www.nacwa.org/meetings/06may/) provides NACWA members with an excellent opportunity to visit with Members and request support and co- sponsorship of H.R. 4560.
