financial assistance to support the assessment, cleanup and economic
redevelopment of brownfield sites; to amend the Internal Revenue
code of 1986 to encourage the cleanup of such sites by allowing
the expensing of environmental remediation costs.

A bill to require the Administrator of the Environmental Protection
Agency to establish a program under which States may be certified
to carry our voluntary environmental cleanup programs for low

and promote economic development.
