Attached please find Optimizing Public Agency Purchasing Power, a collaborative project of AMSA and the Water & Wastewater Equipment Manufacturers (WWEMA). Focusing on the premise that efficient, responsive procurement is directly linked to the level of service and value that public utility customers receive – a workgroup comprised of member representatives from AMSA, WWEMA and the National Institute of Governmental Purchasing explored options for public utilities aimed at optimizing their purchasing power. The result of this procurement dialogue was the publication Optimizing Public Agency Purchasing Power.

AMSA and WWEMA jointly developed this publication to further align public utilities and municipal procurement departments in achieving a common goal – providing public utility customers with maximum value and maximum service. Optimizing Public Utility Purchasing Power stresses the critical role efficient procurement procedures play in ensuring public utility competitiveness.

Special thanks are due to the following AMSA participants in this initiative: Billy Turner, President and Bob Tant, Executive Vice President, Columbus Water Works, Georgia; Ralph Charlton, Director of Fiscal Services, Alexandria Sanitation Authority, Virginia; Mike Sweeney, Director, Research and Productivity Assessment, Louisville & Jefferson County Metropolitan Sewer District, Kentucky; and Pat Marchese, Environmental Engineering Services Chairman, HNTB. AMSA also wishes to thank WWEMA participants, Russell M. Komline, Komline Sanderson Engineering Corporation; Michael W. Miller, Parkson Corporation; Thomas M. Pokorsky, Sanitaire Corporation; and Robert J. Wimmer, Aqua-Aerobics Systems, Inc.; as well as, David Dise from the Fairfax County Water Authority who represented the National Institute of Governmental Purchasing.
