The Changing Workforce – New Strategies for Utility Workforce Sustainability
Two years ago, NACWA and the Association of Metropolitan Water Agencies (AMWA) brought you The Changing Workforce . . .Crisis & Opportunity, which identified workforce challenges facing public utilities in the next 10 years and beyond. Discussed in the 2004 Changing Workforce publication was the realization that not only is the average age of utility workers higher than in other industries, but future job positions will call for more skilled workers, increasing the competition for the limited labor pool.

The Changing Workforce . . . Seizing the Opportunity is a companion piece that builds upon the strategies presented in the first Changing Workforce publication. The new Handbook equips water and wastewater utilities with the tools necessary to effectively develop and implement a systemic succession management program to transform the way they manage workforce sustainability.

A Hands-On Guide to a Developing A Successful Succession Management Program
Contained within this easy-to-use Handbook are strategies for developing and implementing a comprehensive succession management program aimed at attracting and retaining not only a new generation of quality workers but also the institutional knowledge of retiring staff. It presents tools and strategies proven to be effective in, and applicable to, the utility industry. Most importantly, the Handbook identifies why a strategy is successful and what organizational elements are necessary to support its implementation. The new Changing Workforce publication includes several informational case studies, a bibliography section, which lists additional resources that address workforce issues, as well as useful appendices of forms.
