NACWA is now accepting applications for the 2006 Excellence in Management Recognition Program. The Excellence in Management Program was launched in 2003 to acknowledge the significant achievements of NACWA member agencies in the utility management arena. This program honors member agencies that have implemented and sustained, for a continuous three-year period – successful programs that address the range of management challenges faced by public clean water utilities in today’s competitive environment.
Member Update 06-16 provides all the information that you will need to submit an application for the 2006 Excellence in Management Program. Included for your reference is information on program eligibility, selection considerations and application submission guidelines. The application deadline is August 18, 2006.
Who Should Apply for Recognition?
All NACWA member public utilities (both wastewater treatment
facilities and conveyance systems) that can demonstrate continuous improvements
in efficiency and effectiveness in service delivery during the previous
three-year period are eligible to apply for Excellence in Management
recognition.
Please Note: If your agency received Excellence in Management recognition in 2005, your honor is valid for three years (until 2008). Utilities honored in 2004 and 2005 need not reapply for recognition until the 2007 and 2009 programs, respectively.
What Types of Programs and Activities Are Recognized?
Proactive management action leading to continuous improvements in
such areas as environmental quality; system capacity and reliability; operations
and maintenance; asset management; technology; human resources; finance; rates
management; planning (i.e., succession planning, strategic planning); and/or
customer relations are eligible for recognition. The programs featured in your
utility’s Excellence in Management application should reflect continuous
improvements and proven results in multiple areas of utility management over the
past three years. Applicants are encouraged to quantify program results wherever
possible. Application submittal guidelines provide strict instructions on the
length.
How Does My Agency Apply?
Each application must contain a completed application form (included
with this Member Update) and a program description. Applicants must
demonstrate continuous improvement efforts in five Management Program
Categories. Each application package must be endorsed by the person who
prepared the application, as well as the NACWA member agency representative (if
the application was not prepared by the NACWA representative).
To submit an application, simply complete the attached application form, along with the requested program description, metrics/measurements, and timeline. Send your complete application package to NACWA’s National Office, ATTN: Robin Davis, via fax (202/833-4657) or regular mail (1816 Jefferson Place, NW, Washington, DC 20036) no later than August 18, 2006. Application forms may also be downloaded from NACWA’s website, www.NACWA.org.
How Will Honorees Be Selected for Recognition?
Each Excellence in Management Program application will be
reviewed by NACWA’s Awards Committee in late-September. The Excellence in
Management recognition program is non-competitive. Each nomination is judged
individually and all worthy nominations will receive recognition.
How Will Honorees Be Recognized?
Excellence in Management honorees will be recognized during NACWA’s
management-focused 2007 Winter Conference, to be held January 30 – February 2,
2007, at the Renaissance Vinoy in St. Petersburg, Florida. Honorees will be
presented with a Certificate of Recognition recognizing their efforts.

Management Program Categories. Additionally, the checklist also contains a
Supporting Information section, which provides applicants with an
opportunity to enhance their application through participation in a variety of
programs.
