We are pleased to present you with a copy of AMSA's newest publication, Managed Competition: Developing and Responding to RFQs and RFPs. This publication is a companion report to the Association's Evaluating Privatization: An AMSA Checklist, which was published last spring. Managed Competition will be distributed to participants at AMSA's 1997 Winter Conference, Evaluating Privatization II: Reinventing Clean Water Services in a Competitive Environment, next week in Orlando. A workshop has been scheduled during the conference to introduce it and will feature some AMSA member agency whose experiences where profiled in the publication.

Managed Competition: Developing and Responding to RFQs and RFPs provides an in-depth examination of proven approaches to conducting truly competitive managed competitions for municipal services. The publication explores the nature of the managed competition process with the intent of preparing local decisions makers to successfully participate in the process. It covers pre-competition activities, such as organizing bidding and process management teams, to final contract negotiations or development of memorandums of understanding. The report also offers advice on how to handle relationships with elected officials, employees, the public and the media after a decision to proceed with managed competition has been reached, and offers tips for evaluating offers.

Much appreciation is extended to the members of AMSA's Privatization Workgroup, chaired by Alan B. Ispass, director of the Orange County Public Utilities, Fla., who were instrumental in providing data, review comments, and anecdotal information to greatly enhance the value of the publication.
The Association of Metropolitan Water Agencies (AMWA) joined AMSA in the project, providing financial support, input and editorial review.
