Pre-Forum Meetings & Functions
April 30 – May 1
Policy Forum
May 1 – 3, 2006
The 2006 National Clean Water Policy Forum will feature the latest legislative and regulatory developments in our Nation’s capital. The Forum provides a unique opportunity for NACWA and WEF members to hear from, and carry the clean water message to, the leading policymakers on Capitol Hill and in Executive Branch agencies. Your registration fee includes not only the diverse and dynamic program, but also an evening reception on Monday, May 1, breakfast, lunch, and an evening reception on Tuesday, May 2, and a regulatory roundtable breakfast on Wednesday, May 3. A complete agenda is included as Attachment A of this Member Update.
Pre-Forum Focus on Committee Meetings,
Recognition & Networking
Numerous important meetings and events will precede the Forum.
On April 31 and May 1, NACWA will hold Board, Standing Committee and Task Force
meetings – and host its National Environmental Achievement and Peak
Performance Awards reception and luncheon. WEF will convene a meeting of its
Government Affairs Committee on the afternoon of May 1, followed by a briefing
open to all attendees on Water is Life and Infrastructure Makes it Happen.
The Policy Forum will officially begin with a Welcoming Reception
on the evening of May 1.
Back by Popular Demand . . . Political Analyst
Charlie Cook
NACWA and WEF are excited to have one of the nation’s most
sought-after, insightful and wittiest political analysts, Charlie Cook, on hand
to provide the Opening Address, The Shifting Political Landscape . . .
Congressional Elections and the 2008 Presidency. Cook is Editor and
Publisher of The Cook Political Report, and a political analyst for the
National Journal Group, where he writes weekly for National Journal
magazine and CongressDailyAM. Cook’s astute impartial political
observations have led The New York Times to call him “one of the best political
handicappers in the nation”. The Administration’s proposed budget cuts to U. S.
Environmental Protection Agency (EPA) and key clean water programs as well as
the spotlight on congressional lobbying and earmarks are issues of great
relevance to the Nation’s clean water utilities, making Cook’s insider
perspective extremely relevant and timely.
Be Prepared for Tomorrow – Hear from Top Clean
Water Policymakers Today
The Clean Water Policy Forum will also provide an unparalleled
opportunity for attendees to hear from members of Congress and interact with
professional staff from key House and Senate environmental committees who are
responsible for drafting and negotiating legislation vital to the clean water
community. Invited speakers include Representative John J. Duncan, Jr. (R-TN),
Chairman of the Water Resources and Environment Subcommittee, who recently
introduced the Clean Water Trust Act of 2005 (H.R. 4560) and
Representative Earl Blumenauer (D-OR), who is a leader of the congressional
effort to spotlight international clean and safe water needs and the vital role
the United States can play in this effort.
From the EPA, invited speakers include Administrator Stephen Johnson, Assistant Administrator for Water, Benjamin Grumbles, and Assistant Administrator for the Office of Enforcement and Compliance Assurance, Granta Nakayama.
